NATIONAL CIVIL SERVICES DAY 2023
National Civil Services Day is observed on April 21 every year to acknowledge the work of civil servants working in various public service departments in the our country. This day signifies the dedication of civil servants towards the nation as well as appreciation of their exemplary efforts to take the nation on the faster growth trajectory. This day inspires young boys and girls to become civil servants. The administration also recognizes the efforts of civil servants' accomplishments on this day by giving them medals in recognition of their service.
Therefore, the 3 main objectives of observering this day are:-
1. To motivate and appreciate the work and efforts of Civil Servants.
2. To evaluate the work of various public service departments.
3. Finally to award the best worker.
WHO ARE CIVIL SERVANTS
Civil service is the pillar on which the government runs policies and programs for the country. It is the backbone of our country. The civil servants are the ones who implement all the policies and programs. They make an immense contribution towards the benefit of people at large.
The civil services in India consists of the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and a comprehensive list of All India Services and Central Services Group A and Group B. A civil servant is a person employed in the public sector/public sector undertaking by a Government and hence a civil servant is responsible to the Government and not to any political party.
HISTORY OF NATIONAL CIVL SERVICES DAY - 21 APRIL
The origin of "National Civil Services Day- 21 April" is related to the year 1947 when on 21st April Sardar Vallabh Bhai Patel, Home Minister of Independent India addressed the probationary officers at the All India Administrative Service Training School at Metcalfe House, Delhi. He referred to civil servants as the 'steel frame of India'. He said that civil servants who are working in different departments or at various levels of the government act as the supporting pillars of the administrative system of the country. And from then April 21 has been celebrated as National Civil Service Day.
THEME OF NATIONAL CIVIL SERVICES DAY 2023
The theme of this year's Civil Service Day is - Viksit Bharat (विकसित भारत) aimed at 'Empowering Citizens and Reaching the Last Mile'.
The theme shows the Government’s resolve and firm commitment to achieving a more equitable and prosperous India for all its citizens by engaging in inclusive growth
HOW THIS YEAR'S NATIONAL CIVIL SERVICES DAY IS CELEBRATED
Prime Minister Narendra Modi attended the valedictory session and the award ceremony of the 16th 'Civil Services Day' in the national capital on Friday (April 21) at Vigyan Bhawan, Delhi. He interacted with the civil servants of our nation and also appreciated their contribution towards nation-building and enthused them to work even harder. The programme will serve as an apt platform for the Prime Minister to motivate and inspire civil servants across the country so that they may keep serving the nation with the same zeal.
During the event, PM Modi also conferred the Prime Minister's Awards for Excellence in Public Administration as well to recognize the extraordinary and innovative work done by civil servants for the welfare of our country.
राष्ट्रीय नागरिक सेवा दिवस 2023
हमारे देश में विभिन्न सार्वजनिक सेवा विभागों में कार्यरत सिविल सेवकों के काम को स्वीकार करने के लिए हर साल 21 अप्रैल को राष्ट्रीय सिविल सेवा दिवस मनाया जाता है। यह दिन राष्ट्र के प्रति सिविल सेवकों के समर्पण के साथ-साथ देश को तेज विकास पथ पर ले जाने के उनके अनुकरणीय प्रयासों की सराहना करता है। यह दिन युवा लड़के और लड़कियों को सिविल सेवक बनने के लिए प्रेरित करता है। प्रशासन भी इस दिन सिविल सेवकों की उपलब्धियों के प्रयासों को उनकी सेवा की मान्यता में पदक देकर उन्हें पहचानता है।
इसलिए, इस दिन को मनाने के 3 मुख्य उद्देश्य हैं: -
1. सिविल सेवकों के कार्यों और प्रयासों को प्रेरित करना और उनकी सराहना करना।
2. विभिन्न लोक सेवा विभागों के कार्यों का मूल्यांकन करना।
3. अंत में सर्वश्रेष्ठ कार्यकर्ता को पुरस्कार देना।
सिविल सेवक कौन हैं
सिविल सेवा वह स्तंभ है जिस पर सरकार देश के लिए नीतियां और कार्यक्रम चलाती है। यह हमारे देश की रीढ़ है। सिविल सेवक ही सभी नीतियों और कार्यक्रमों को लागू करते हैं। वे बड़े पैमाने पर लोगों के लाभ के लिए बहुत बड़ा योगदान देते हैं।
भारत में सिविल सेवाओं में भारतीय प्रशासनिक सेवा (IAS), भारतीय पुलिस सेवा (IPS), भारतीय विदेश सेवा (IFS), और अखिल भारतीय सेवाओं और केंद्रीय सेवाओं के समूह A और समूह B की एक व्यापक सूची शामिल है। एक सिविल सेवक है सरकार द्वारा सार्वजनिक क्षेत्र/सार्वजनिक क्षेत्र के उपक्रम में नियोजित एक व्यक्ति और इसलिए एक सिविल सेवक सरकार के प्रति उत्तरदायी होता है न कि किसी राजनीतिक दल के प्रति।
राष्ट्रीय सिविल सेवा दिवस का इतिहास - 21 अप्रैल
"राष्ट्रीय सिविल सेवा दिवस- 21 अप्रैल" की उत्पत्ति वर्ष 1947 से संबंधित है, जब 21 अप्रैल को स्वतंत्र भारत के गृह मंत्री सरदार वल्लभ भाई पटेल ने दिल्ली के मेटकाफ हाउस में अखिल भारतीय प्रशासनिक सेवा प्रशिक्षण स्कूल में परिवीक्षाधीन अधिकारियों को संबोधित किया था। उन्होंने सिविल सेवकों को 'भारत का स्टील फ्रेम' कहा। उन्होंने कहा कि सिविल सेवक जो विभिन्न विभागों में या सरकार के विभिन्न स्तरों पर काम कर रहे हैं, देश की प्रशासनिक व्यवस्था के सहायक स्तंभों के रूप में कार्य करते हैं। और तभी से 21 अप्रैल को राष्ट्रीय सिविल सेवा दिवस के रूप में मनाया जाने लगा।
राष्ट्रीय नागरिक सेवा दिवस 2023 की थीम
इस वर्ष के सिविल सेवा दिवस का विषय है - विकसित भारत (निम्न भारत) जिसका उद्देश्य 'नागरिकों को सशक्त बनाना और अंतिम मील तक पहुंचना' है।
विषय समावेशी विकास में संलग्न होकर अपने सभी नागरिकों के लिए अधिक न्यायसंगत और समृद्ध भारत प्राप्त करने के लिए सरकार के संकल्प और दृढ़ प्रतिबद्धता को दर्शाता है।
कैसे मनाया जाता है इस साल का राष्ट्रीय सिविल सेवा दिवस
प्रधानमंत्री नरेंद्र मोदी ने राष्ट्रीय राजधानी में शुक्रवार (21 अप्रैल) को विज्ञान भवन, दिल्ली में 16वें 'सिविल सेवा दिवस' के समापन सत्र और पुरस्कार समारोह में भाग लिया। उन्होंने हमारे राष्ट्र के सिविल सेवकों के साथ बातचीत की और राष्ट्र निर्माण में उनके योगदान की सराहना की और उन्हें और भी कठिन परिश्रम करने के लिए उत्साहित किया। यह कार्यक्रम देश भर के सिविल सेवकों को प्रेरित और प्रेरित करने के लिए प्रधानमंत्री के लिए एक उपयुक्त मंच के रूप में काम करेगा ताकि वे उसी उत्साह के साथ देश की सेवा करते रहें।
